The first stage of reform is to get insurance companies to insure people regardless of existing medical problems and to make sure people get to keep their insurance regardless of whether they get cancer or other expensive diseases. It also provides assistance to small businesses in the form of tax credits so that small businesses (those with fewer than 50 employees) can provide health insurance for their employees and earlier retirees. More health reform is coming. ,
